This special Goal card requires a deck that includes both Peace and the Earth. The Peace Keeper can be found in Fluxx 5.0 and other versions of the base game. The Earth Keeper can be found in Astronomy Fluxx or Martian Fluxx. There is also an Earth Keeper promo card, but it is currently out of stock.  

It says "The player with Peace and the Earth on the table wins."
