This is a Cthulhu-themed Keeper card that can be added to any Fluxx deck. Although it is not, itself a Creeper, it's clearly for use WITH decks with Creepers.

It reads, "If you have this on the table, Creepers do not prevent you from winning. However, you must discard a card of your choice from your hand when your turn ends."

This card was given away to attending fans at PAX, GenCon, and Dragon*Con in 2012. We made most of them to give out at shows, and had very few left for sale, so we brought it back as a loose promo in the spring of 2014.
