This is a New Rule you can add in to any Fluxx deck.

It says, "Once during your turn, you may discard as many Goal cards from your hand as you choose, then draw that many cards. This is a free action."

This card was first included in Fluxx Special Edition (for mass market) in 2012, and created as a loose promo in the spring of 2014 so people could add it to their other decks.
